fix(api): don't use stl 'fillchar' for "use_statuscol_lnum" (#27501)

Browse Source 
Problem:  nvim_eval_statusline() uses "stl" from 'fillchars' with "use_statuscol_lnum".
Solution: Reorder "fillchar" else chain.
