vim-patch:8.1.0221: not enough testing for the Ruby interface

Problem:    Not enough testing for the Ruby interface.
Solution:   Add more tests. (Dominique Pelle, closes vim/vim#3252)

Modified some tests to make them pass for Neovim.
Some tests will always fail because +ruby is externalized in Neovim.
Skip failing ruby tests for now.
