The go binary discarded libraries not in `lib/ollama`. This only showed when
running with `OLLAMA_DEBUG=1`.

Reworked the openrc init files.
Installs to /usr/$(get_libdir) now.
Avoids pointless copying for CUDA/ROCM files just to delete them afterwards.
