30cbc81622 [README] add guidence 
1. Some time I found that people's commit log is free-style and does not
meet a standard. So I coded up a guid line to follow.

2. dlan once want to change an ebuild that is not under his maintaince.
so there should be some review process for that kinds or process, right?
